You export the file and upload it where you buy. DesignerBox does not publish to an ad platform. That feature is not built.
Is an animated static as good as a filmed ad?
For a product beat it is often enough. For anything that needs a person doing something believable, film it or use a presenter format and label it.
Can I keep the same look across a whole campaign?
