Can you run a free export as a paid ad?

Sometimes, and the answer sits in the license, not in the watermark. Three cases from the vendors’ own pages show why you read the terms first.

The presenter has its own license. Synthesia’s licensing page lists what a stock avatar may not do, on any plan: “Use in paid Facebook ads” and “Use in any form of paid promotion” are both marked as not allowed (help.synthesia.io, October 2026). A paid plan removes the watermark. It does not change that rule. For paid ads, the vendor points to custom avatars.

Two pages, two answers. A HeyGen help article says a user is “free to use and distribute it across any platform, including for commercial purposes”. A HeyGen tool page calls the free plan “perfect for testing and non-commercial use” (help.heygen.com and heygen.com, October 2026). Both are the vendor’s words. Ask support in writing before a free export goes into an ad account.

“Limited rights” with no list. Creatify’s terms say free tier users “have limited rights” and do not list the limits on that page (creatify.ai/terms, October 2026). Treat the free export as a draft until the vendor confirms more.

A watermark is the smaller problem. A clip with no watermark and no ad rights is still a clip you cannot run.

What is a free tier good for?

A free tier is good for three jobs, and none of them is the ad you spend money on.

  1. Testing the script. A script that sounds flat in a free draft sounds flat in a paid one. Write three, make three, and keep one. The ad script examples give word counts by length.
  2. Testing the presenter and the voice. You hear whether the voice fits the product and whether the lip sync holds on your lines.
  3. Learning the steps. You find where the tool asks for a product page, a photo or a prompt before you pay.

What a free tier does not test is the ad itself. A watermarked clip in a paid placement tells you little, because viewers react to the logo. The number that matters comes later, when the clean file runs and you read its hook rate.

Where do the presenters come from?

Most vendors do not say how their stock presenters were made. Two of the 11 do. Synthesia says its stock avatars are based on “paid actors, who license their likeness for a period of three years in return for a flat fee” (synthesia.io, October 2026). TikTok says its Symphony avatars are “pre-built avatars created using paid actors that are licensed for commercial use” (newsroom.tiktok.com, October 2026).

This matters for a small brand for one reason. If a presenter’s likeness was not licensed for ads, the risk sits with the advertiser who ran the ad. Where a pricing page is silent, ask the vendor two questions in writing: who the stock presenters are, and whether the license covers paid ads on your plan.

Which rules apply to a free AI UGC ad?

The same rules as a paid one. The price of the tool changes nothing about what the ad may say or how it is labeled. This section is general information, not legal advice.

The FTC. The FTC’s rule on reviews and testimonials, 16 CFR Part 465, bans a testimonial that misrepresents “that the reviewer or testimonialist exists” or that the person “used or otherwise had experience with the product” (ecfr.gov, October 2026). The FTC’s own Q&A says the rule “has no blanket prohibition on the use of AI-generated avatars in marketing” (ftc.gov, October 2026). So a generated presenter may show and describe the product. It may not claim to be a customer. The civil penalty for a knowing violation is up to $53,088 per violation (federalregister.gov, January 2025).

TikTok. TikTok’s ad policy allows AI-generated media when the advertiser applies the AIGC label or adds “a clear disclaimer, caption, watermark, or sticker of your own” (ads.tiktok.com, October 2026). Content made in Symphony Creative Studio “is automatically labeled as ‘AI-generated’ in the video output” (ads.tiktok.com, October 2026).

Meta. Meta says it applies “AI info” labels to ads made or significantly edited with its own AI tools. It also detects ads made with third-party AI tools “through industry-standard signals”, and that update is dated 1 June 2026 (about.fb.com, October 2026).

How should a startup spend its first video budget?

Spend it in this order: free tiers for scripts, one paid month for clean files, and ad spend only on the clip that won. The order below is our working rule, not a platform rule.

  1. Write three scripts for one product. Change the opening in each one. The body can stay the same.
  2. Make each script on a free tier. Judge the script, the voice and the presenter. Ignore the watermark.
  3. Read the license of the tool that made the best draft. Check the watermark, the ad rights and the presenter’s license on the plan you would buy.
  4. Pay for one month of one tool. Export the winning script clean, in each length the placements need.
  5. Run a small test and keep the winner. A plan for the test is in ad creative testing.
